The most recent global refugee figures are staggering, with over 82.4 million people forcibly displaced and 26.4 million registered refugees. The ongoing conflict in Syria is a major contributor. After a decade of violence and destabilization, over 13.4million Syrians have been displaced, including 6.7 million internally displaced persons and 6.7 million refugees registered in other countries. Beyond the immediate political and economic challenges, an essential component of any response to this humanitarian crisis must be health-related, including policies and interventions specific (...) to mental health. This policy and practice review addresses refugee mental health in the context of the Syrian crisis, providing an update and overview of the current situation while exploring new initiatives in mental health research and global health policy that can help strengthen and expand services. Relevant global health policy frameworks are first briefly introduced, followed by a short summary of recent research on refugee mental health. We then provide an update on the current status of research, service provision, and health policy in the leading destinations for Syrians who have been forcibly displaced. This starts within Syria and then turns to Turkey, Lebanon, Jordan, and Germany. Finally, several general recommendations are discussed, including the pressing need for more data at each phase of migration, the expansion of integrated mental health services, and the explicit inclusion and prioritization of refugee mental health in national and global health policy. In this article, we describe three aspects of our research methodology that distinguish our work from other humanoid projects. Humans are an exceptionally cooperative species, but there is substantial variation in the extent of cooperation across societies. Understanding the sources of this variability may provide insights about the forces that sustain cooperation. We examined the ontogeny of prosocial behavior by studying 326 children 3–14 y of age and 120 adults from six societies (age distributions varied across societies). These six societies span a wide range of extant human variation in culture, geography, and subsistence strategies, including foragers, herders, horticulturalists, and (...) urban dwellers across the Americas, Oceania, and Africa. When delivering benefits to others was personally costly, rates of prosocial behavior dropped across all six societies as children approached middle childhood and then rates of prosociality diverged as children tracked toward the behavior of adults in their own societies. When prosocial acts did not require personal sacrifice, prosocial responses increased steadily as children matured with little variation in behavior across societies. Our results are consistent with theories emphasizing the importance of acquired cultural norms in shaping costly forms of cooperation and creating cross-cultural diversity. (shrink)

Previous research has demonstrated that reversing the contrast of the eye region, which includes the eyebrows, affects the N170 ERP. To selectively assess the impact of just the eyes, the present study evaluated the N170 in response to reversing contrast polarity of just the iris and sclera in upright and inverted face stimuli. Contrast reversal of the eyes increased the amplitude of the N170 for upright faces, but not for inverted faces, suggesting that the contrast of eyes is an important (...) contributor to the N170 ERP. In The life of Richard Owen by his grandson there is an inference to the effect that Owen had objected to his name being used to authorize various statements that Whewell was drafting in opposition to the Vestiges. The inference is drawn from letters that Whewell wrote to Owen on 13 and 15 February 1845. Corroboration of this would corne from a letter of Owen to Whewell, dated 14 February 1845, if extant. Among the Whewell papers at Trinity College, Cambridge, (...) there are several letters from Owen to Whewell, none of which bears that date. There is one, however, dated 14 February 1844 which, on doser inspection, turns out to be the missing link in their correspondance. The evidence for the misdating is not merely that the letter falls naturally into a later sequence. The conclusion is inescapable because Owen refers to an ‘opinion which I have always entertained, and still do strongly, on the subject of a refutation of “Vestiges”’. Since the first edition of Chambers's book did not appear until October 1844, the letter must belong to the following year. My object in this paper is to examine the implications of this letter for a reconstruction of Owen's attitude to that book which Adam Sedgwick could so detest for, among many things, its ‘gross views of physiology’. In the Garden of Eden, the serpent convinces Eve to eat fruit from the Tree of Conscience, which she does and shares with Adam. Adam and Eve act in contravention to God’s orders against eating fruit from the tree. Traditional interpretations have suggested that this event—commonly referred to as “the Fall”—is an event where the serpent lied to Eve and that it was entirely negative. Instead, I argue that the serpent was correct to say, in fact, that in (...) eating thisfruit we would become closer to God. What is the relationship between our moral sentiments and the justification of punishment? One position is that our moral sentiments provide for punishment’s justification. This article’s focus is on Adam Smith’s theory of punishment and the role that moral sentiments play in this theory. The author argues that commentators have been mistaken to view Smith’s position as essentially retributivist. Instead, Smith defends a unified theory where punishment serves retributivist, deterrent, and rehabilitative goals. Adam Smith's theory of punishment is rarely explored. This article examines his understanding of punishment in light of his theory of moral sentiments. My aim is to show how he is neither a retributivist or deterrence advocate, but instead defends a more unified theory of punishment bringing different penal goals together in a new framework.

Organizations have neither a right to the vote nor a weighty right to life. We need not enfranchise Goldman Sachs. We should feel few scruples in dissolving Standard Oil. But they are not without rights altogether. We can owe it to them to keep our promises. We can owe them debts of gratitude. Thus, we can owe some things to organizations. But we cannot owe them everything we can owe to people. They seem to have a peculiar, fragmented moral status. (...) What explains this? Individualistic views explain this in terms of individualistic notions alone. Such notions don’t invoke any distinctive features of organizations. They just invoke the features of individual members of organizations. Collectivistic views, instead, explain this in terms of collective notions alone. Such notions don’t invoke the features of individual members of organizations. They just invoke the features of those organizations. We argue that neither approach works. Instead, one needs to synthesize the two approaches. Some individual interests, we think, are distinctively collective. We, as individuals, have a distinctive interest in playing a part in successful collective action. From this, so we argue, flows the apparently peculiar, fragmented moral status of organizations. The purpose of this paper is to examine the relationship between naturalism and morality and to assess their compatibility. Naturalism is defined as respect for science, for its methods and results. From this respect for science, one can infer two distinct philosophical naturalisms: the methodological and the metaphysical. The relationship between these forms of naturalism and morality depends on the correct conception of morality. This paper differentiates between objectively realistic conception and all other conceptions and argues that while other conceptions (...) can easily fit morality into a naturalistic worldview, objectively realistic conception faces theoretical challenges, including the challenge of explaining how moral facts and concepts play an explanatory role and the challenge of bridging the is/ought gap. The paper focuses on Railton's ethical naturalism as a prominent naturalistic theory of morality and evaluates its ability to overcome these challenges. The conclusion is that, so long as we consider a theory like Railton's, naturalism and realistically conceived morality are incompatible. (shrink)

The present study used quantitative and qualitative measures to examine Iranian applied linguists’ (mis-) conceptions of ethical issues in research. For this purpose, one hundred and twelve applied linguists completed a research ethics questionnaire constructed and validated by the researchers. In the follow-up qualitative phase, 15 applied linguists who were faculty members participated in semi-instructed interviews. Data were analyzed using exploratory factors analyses for the first phase and theme analyses for the second phase. Quantitative results showed that the most important (...) misconceptions among Iranian applied linguists lingered on working with data (data collection and data analyses). For example, removing an outlier was a prevalent act conducted by applied linguists in the present study. Teachers using their students as participants of their own research as well as how they treated those students after a study were other controversial issues. The qualitative results revealed several themes including _lack of knowledge, conflict with real-world practices, a product-oriented approach to education and a publish or perish mentality_ as the reasons for misconceptions of ethics in applied linguistics among Iranian researchers. On general terms, there was an implicit agreement regarding the lack of training on research ethics among Iranian applied linguists. (shrink)

The corona pandemic altered many traditional and historical norms of society and law. COVID-19 created a humanitarian crisis in some parts of globe, while pandemic privacy and civil liberties were under threat all over world. To combat the deadly virus, individual liberty and equality were compromised. This paper focuses on how India’s health problem has compromised people’s right to privacy. It will highlight how strict executive policies led to the creation of a massive surveillance system in the name of combating (...) the COVID-19 pandemic, as well as how the absence of any policy or legal framework led to the exclusion of individuals and their families who were suspected of having the virus or caring for those who were infected with the deadly virus. The paper uses case studies and data collected from primary as well as secondary sources. The authors will also point out how the absence of privacy regulation puts millions of citizens’ private information at risk of being compromised or exploited against their will. (shrink)

This paper engages Alex Dubilet’s _The Self-Emptying Subject: Kenosis and Immanence, Medieval to Modern_ and his account of immanence and kenosis as exhibited in his reading of Hegel’s concept of _Entäußerung_ [externalization]. Specifically, I focus on the “problematic of desubjectivation” that centers Dubilet’s critique of transcendence and its relationship to subjection and subjectivity. I reconsider the relationship made between this problematic, the ethics of kenosis, and the concept of immanence so as to demonstrate the ways in which Dubilet attempts to (...) depart from transcendence, subjectivity, and their concomitant ethics. In particular, I consider his reading of Hegel’s concept of _Entäußerung_ and its similarities to the Young Hegelians’ understanding of this concept. My reading of Dubilet suggests that while he seeks to depart from transcendence, he reintroduces transcendence through the “problematic of desubjectivation” and its relationship to kenosis. In conclusion, I question the philosophical import of immanence in contemporary critical inquiry and why its conceptualization is often positioned in opposition to transcendence. (shrink)

This study linked background TV and socioeconomic status to minority children’s Persian vocabulary development. To this end, 80 Iranian preschool children from two minority groups of Arabs and Turks were selected using stratified random sampling. They were simultaneous bilinguals, i.e., their mother tongue was either Arabic or Azari and their first language was Persian. Language sample analysis was used to measure vocabulary development through a 15-min interview by language experts. The LSA measures included total number of utterances, total number of (...) words, total number of new words, and mean length of utterance. A series of independent-samples t test, paired-samples t test, and repeated measures MANOVA tests were ran to examine data. Results showed significant improvements in children’s vocabulary scores from pretest to posttest for all children. In addition, high-SES children scored higher on the vocabulary measures in pretest and posttest. Moreover, background TV was associated with higher means in the TNW and the NDW in groups. The researchers concluded that background TV may be related to higher vocabulary scores in low-SES families as it may compensate for some linguistics gaps in these families including lower amount of child-parent interaction, play, and parents’ level of literacy. This study was carried out to investigate the roles of epistemic beliefs and writing self-efficacy in predicting second language writing anxiety among learners of English as a foreign language. To this end, three validated scales were distributed among 240 EFL students. They were asked to complete the questionnaires during their regular courses. A structural equation modeling approach was utilized to analyze the hypothesized SEM model and the causal paths among the constructs. The direct and indirect path analyses of the hypothesized (...) model indicated that EBs and WSE accounted for 43% of the variance in L2WA. Although both constructs had a significant effect on L2WA, EBs turned out to be a robust predictor of increasing L2WA. Notably, it was revealed that learners’ EBs directly and significantly influenced their L2WA. Besides, the results indicated that WSE had a unique effect in reducing L2WA. More precisely, students who had a higher level of EBs seemed to have a greater L2WA, and those who had a higher level of WSE experienced less L2WA. The findings of this explanatory study suggest that L2 teachers and material developers should pay serious attention to the Students’ cognitive and affective variables as they were known to be significant factors in influencing L2WA. In this article, we propose an initial formal model of computationalism based on mathematical relations between cognition and computation. More specifically, based on a set of cognitive constituents as a domain, and a set of computational implementations as a range, we define two relations of transformation over these sets. Moreover, we define the principles of implementability, describability, and phenomena correspondence, and we conjecture that full computationalism does not hold since these principles are not fulfilled. The Significance Argument (SA) for the irreducibility of consciousness is based on a series of new puzzle-cases that I call multiple candidate cases. In these cases, there is a multiplicity of physical-functional properties or relations that are candidates to be identified with the sensible qualities and our consciousness of them, where those candidates are not significantly different. I will argue that these cases show that reductive materialists cannot accommodate the various ways in which consciousness is significant and must allow massive (...) vagueness in conscious experience. I also will argue that a nonreductive theory of the conscious-of relation can easily provide a very satisfying, unified explanation of the ways in which this relation is significant. (shrink)

This paper proposes a new theory of the nature of hypocritical blame and why it is objectionable, arguing that hypocritical blame is a form of dishonest signaling. Blaming provides very important benefits: through its ability to signal our commitments to norms and unwillingness to tolerate norm violations, it greatly contributes to valuable norm-following. Hypocritical blamers, however, are insufficiently committed to the norms or values they blame others for violating. As allowing their blame to pass unchecked threatens the signaling system, our (...) strong interest in maintaining valuable norm-following by tracking who has what commitments justifies objecting to hypocritical blame. This theory has a number of strengths over competing accounts: it delivers intuitive verdicts about when blame is objectionable across a range of cases, it is a naturalistic explanation, it is consistent with a leading theory of the nature of blame, it explains why hypocritical pronouncements that don’t feature blame are similiarly objectionable, it does not rely on contentious analyses of the nature of ‘standing’, and it preserves the common intuition that hypocrites are in some way dishonest. Though the vegetarian movement sparked by Peter Singer’s book Animal Liberation has achieved some success, there is more animal suffering caused today due to factory farming than there was when the book was originally written. In this paper, I argue that there may be a technological solution to the problem of animal suffering in intensive factory farming operations. In particular, I suggest that recent research indicates that we may be very close to, if not already at, the point where we (...) can genetically engineer factory-farmed livestock with a reduced or completely eliminated capacity to suffer. In as much as animal suffering is the principal concern that motivates the animal welfare movement, this development should be of central interest to its adherents. Moreover, I will argue that all people concerned with animal welfare should agree that we ought to replace the animals currently used in factory farming with animals whose ability to suffer is diminished if we are able to do so. Perception solves computationally demanding problems at lightning fast speed. It recovers sophisticated representations of the world from degraded inputs, often in a matter of milliseconds. Any theory of perception must be able to explain how this is possible; in other words, it must be able to explain perception's computational tractability. One of the few attempts to move toward such an explanation has been the information encapsulation hypothesis, which posits that perception can be fast because it keeps computational costs low by (...) forgoing access to information stored in cognition. I argue that we have no compelling reason to believe that encapsulation explains (or even contributes to an explanation of) perceptual tractability, and much reason to doubt it. This is because there exist much deeper computational challenges for perception than information access, and these threaten to make the costs of access irrelevant. If this is right, it undermines a core computational motivation for encapsulation and sends us back to the drawing board for explanations of perceptual tractability. (shrink)

What makes your life go well for you? In this paper, we give an account of welfare. Our core idea is simple. There are impersonally good and bad things out there: things that are good or bad period, not (or not only) good or bad for someone. The life that is good for you is the life in contact with the good. We’ll understand the relevant notion of ‘contact’ here in terms of manifestation: you’re in contact with a value when (...) it is manifest in parts of your life or parts of your life are manifest in it. So, the more the good is manifest in your life, or your life manifest in the good, the better for you. The more the bad is manifest in your life, or your life manifest in the bad, the worse for you. We’ll argue that this account is extensionally adequate: it explains the welfare value of achievements, friendships, knowledge, pleasures and virtues. Moreover, it has a number of explanatory virtues: it’s unified, elegant and explanatorily powerful. So, we’ll suggest, it’s an excellent account of welfare, and in many ways superior to its main competitors. (shrink)

John Rawls argues that A Theory of Justice suffers from a “serious problem”: the problem of political stability. His theory failed to account for the reality that citizens are deeply divided by reasonable and incompatible religious, philosophical, and moral comprehensive doctrines. This fact of reasonable pluralism may pose a threat to political stability over time and requires a solution. Rawls proposes the idea of an overlapping consensus among incompatible comprehensive doctrines through the use of public reasons in his later Political (...) Liberalism. -/- Rawls’s proposed solution to the problem of political stability has received much criticism. Some, such as Kurt Baier, Brian Barry, George Klosko, and Edward McClennen, argue that an overlapping consensus is relatively unnecessary. Rawls should have acknowledged existing resources in his account that might secure political stability over time without major changes to his original views about justice. Others, including Kent Greenawalt, Michael Sandel, Leif Wenar, and Iris Marion Young believe that an overlapping consensus is too fragile to secure political stability. Rawls correctly identifies a major problem for his original account, but he fails to provide a satisfactory solution. -/- I believe these objections rest on a mistake easily overlooked. Each objection claims that, for Rawls, the possibility of future political stability is to be guaranteed by an overlapping consensus alone. This perspective fails to recognize the central importance of the social minimum in securing political stability. There is, in fact, more resources to secure political stability than Rawls or his critics have recognized. -/- My discussion will begin with a brief explanation of why the problem of political stability raises an important challenge to Rawls’s views on justice and why he argues for an overlapping consensus as a solution to it. I will next consider the more important objections to Rawls’s solution and why these fail. I will argue that the social minimum might better support political stability if it is broadly understood in terms of the capabilities approach. This approach is compatible with Rawls’s political liberalism and it provides a more robust understanding of a just social minimum. Political stability does not rely upon an overlapping consensus alone — and it may be better secured where the capabilities approach plays a more central role. Therefore, Rawls does provide a illuminating solution to the problem of political stability that is more compelling if we incorporate the capabilities approach into political liberalism. (shrink)

Reductive intellectualists hold that knowledge-how is a kind of knowledge-that. For this thesis to hold water, it is obviously important that knowledge-how and knowledge-that have the same epistemic properties. In particular, knowledge-how ought to be compatible with epistemic luck to the same extent as knowledge-that. It is argued, contra reductive intellectualism, that knowledge-how is compatible with a species of epistemic luck which is not compatible with knowledge-that, and thus it is claimed that knowledge-how and knowledge-that come apart.
